Probably this is just the tear duct.
If she is not distressed with it and has no fever, warm (not hot!) compresses will work and are safe to try. If there is any distress, a fever, swelling, or anything other than a very benign appearance, or if it fails to improve, her pediatrician should see it to decide if anything further is needed.
