In brief: Yes it is ok

It is ok to use this.
This medicine was not generally effective for many headache subtypes so it has not become a first line agent for any of them. If you have tried many other treatments, and failed, this may be a reasonable option. It is surprising how often codeine medicines do not help headaches.

Not just codeine, opiates in general do not help headaches

In brief: Fiorinal (aspirin butalbital and caffeine)

If lesser products such as Aspirin or acetominophin does not help and you are supervised through a physician, then it is ok.
