In brief: Poisonous Plant

Oleander has historically been considered a poisonous plant when consumed.
From 1985 to 2005, three deaths were reported due to ingestion. There does not appear to be toxicity associated with exposure to the plant since the compounds are not readily absorbed through the skin. It is unlikely that large amounts of the toxin would be absorbed in a small cut.
