If cooked enough. Germ is killed by heat. Can't get rid of them in sprouts. Undercooked poultry, eggs (runny), rare burgers. Any raw animal product (yes, that includes sushi) can be assumed to be contaminated by bacteria. The only fresh fish is the one you caught yourself.
Possibly. If the product is thoroughly cooked at a proper temperature for the proper amount of time it should kill salmonella. If you think a food maybe contaminated it is best to through it out.
