Depends on what is going on so get examined by your doctor

Start with a primary care doctor. S/he can point you in the right direction. A vascular surgeon may be very helpful for a blocked blood vessel. If you have numbness or tingling consider calling for an urgent appointment with your doctor.

There are many, many different causes of leg swelling--the best place to begin would be with your primary care physician.
They will help identify the correct diagnosis and treatment.

Because there are multiple potential causes for swelling in a leg, it would likely be best to see a primary care doctor first.
If they need to get a specialist involved they can then refer you to one. This will decrease the likelihood you will end up going to the wrong specialist.

i would recommend evaluation by a vascular surgeon as a starting point especially if the swelling is only of one leg a venous doppler sonogram would determine if this is a vein issue, if not lymphedema management could be recommended

In brief: Family doctor
Your family physician that you have seen would be the best as he/she would know you, what your medical conditions have been, and what the best tests may be for you.
