In brief: Both are vein diseas

Dvt is clotting of the veins in the deep system of the leg, pelvis, or abdomen.
It is potentially life-threatening and often causes severe long-term symptoms. Varicocele is a varicose vein of the scrotum caused by failure of the valves in the gonadal vein. It can cause discomfort and/or problems with fertility.

In brief: They are not

They are usually painful, cause swelling in the affected leg, can cause severe long term complications called post thrombotic syndrome, and can result in a pulmonary embolism that can be fatal. A varicocele is basically a varicose vein in the scrotum draining the testicle. Although varicoceles feel funny, they rarely hurt and can't possibly kill you.
