In brief: Some states

Have. The feds oppose that, and probably have no way to regulate, eat crow for decades of over reaction, and appease all sides of the question.
Interdiction is a monumental waste of time.

In brief: Excellent question.

Unfortunately i don't have the answer. As an oncologist i believe that mj is beneficial in certain situations and some of my patients utilize the medication with good benefit.
You should become proactive and write to your state and federal representatives asking why and insisting on an open examination of the issues.
