In brief: Yes and no
Although tecnically possible, i would not recommend any type of surgery with a risk of infection with cardiac surgery or intervention, especially if a forein material like an ASD device or patch is used.
I would recommend to have them done seperately with a 6 months interval.

I agree with avoiding circumcision at same time as ASD repair. Best to have baby circumcised soon after birth which avoids need for general anesthesia, which would be necessary later on especially in a child who required cardiac surgery.
