In brief: Depends if arthritis
If there is arthritis present you will most likely need a replacement.
The labrum can be repaired if it is torn or degenerated but only if there is no arthritis present.

In brief: Ortho eval
Hip replacement is generally reserved for older patients with arthritis.
Repair is a bit vague. Some torn things in the hip (cartilage, labrum) can be repaired arthroscopically (2 small incisions). A thorough exam by a hip specialist and xray (with possibly an mri) should get you headed in the right direction.
