The best places to find skin cancer are countries where the native population is very dark-complected but fair skinned people have moved in.
So the southern us, australia, and south africa are all high on the list. Had pale people never moved to these places there would be very little skin cancer there as the native americans, aborigines, and africans are all well-suited to live in intense sun.

In general the closer you are to the equator - the more skin cancer (if you are caucasian or oriental.) australia is suffering an epidemic of melanoma as it is similar latitude to miami, but has people of british origin. Sunbathing was also very fashionable in australia.
