In brief: Tell person

Tell the person. He/she will either acknowledge or deny.
Suggest aa if the former. Many will deny it, if so, tell them that most alcoholics deny the problem. Try to ensure they don't drink and drive, if u can. This is a big problem and often without easy answers. Try alanon if the person is a close relative.

In brief: Visit an AA meeting.

AA meetings are easy to find online, look for a open discussion group, and plan to spend a hour listening to others who have recognized the depth of their drinking problems.
See if their stories are similar to yours or your friends.
