I'm having a slight stinging/burning sensation in my urethra. I have a history of kidney stones. Could this be the pain of a small stone passing?

In brief: It could be

However, i'd recommend to have your urine checked for infections and other causes of the same symptom.

I understand that not having health insurance is problematic, but the test to see if you have a urine infection is not very expensive. The treatment for urinary infections are not expensive either

In brief: Urethra pain

YES. Small fragment, gravel, crystals.
Or, mild urethral infection, like chlamydia.
