Would using tropicamide allow someone to see better in the dark? Better night vision?

In brief: Not really

Your pupil will dilate anyway in dim illumination so artificially dilating it with tropicamide is not necessarily.
In addition, most of the adaptation to light conditions occurs in the cells in the retina.
