Very young infants in the first week or so of life may not appear to focus or track well.
Full term infants should look at faces and focus some on objectsfly 2 weeks old if they are the right distance from their eyes. Many infants will cross their eyes at times, but that should stop by 6 months old. Any other concerns should prompt a visit to the baby's pediatrician.
