In brief: Control fever

As long as the child doesn't appear severely ill i usually recommend first controlling the fever with Ibuprofen or tylenol (acetaminophen).
Usually this gets the child feeling much better. The heavy breathing is probably from the fever as well, but if he/she appears short of breath then you need to see your doctor. Push fluids. If things don't seem to be improving within 48 hrs then see your doctor.
