In brief: Yes
We use birth control on women who have no estrogen (turner's syndrome) to induce breast production.
So yest estrogen will do this. However there are risks to increased estrogen and using it to induce breast growth is not recommended. Estrogen will not cause them to grow firmer just grow!

Estrogen has been known to have stimulant (growth) properties in breast tissue.
I would certainly not recommend it as a means of enhancing or enlarging one's breast though.
