In brief: Seriously?

Herbs aren't magic and can have side effects.
Herbs used for this purpose may contain phytoestrogens, (estrogen increases fluid retention, may effect breast tissue} and include black cohosh, fenugreek, saw palmetto, wild yam have been used. Imho, there is no evidence they work for this although there are many herbal products available. Better, i think, to love your body as it is.

In brief: Positives& negatives

Any herbal supplements possesing estrogen like properties have the potential to promote breast growth.
For example marijuana is known to stimulate the growth of breasts in men. Similarly. Excessive intake of certain soy products may also simulate estrogen like side effects. In addition to those mentioned. However the potential for stimulating breast cancer growth and other side effects is unknown.
