In brief: Yes

There is a great need for pediatric cardiolology abroad.
Congenital heart defects affect 1 in every 100 kids. Other issues that these doctors are experts in include heart rhythm problems, syncope, hypertension, etc... And in 3rd world countries they see diseases like rheumatic fever which affects heart valves. There is also a shortage of pediatric heart surgeons.

In brief: Yes.

Congenital heart disease is prevalent everywhere.
Make sure the infrastructure and resources appropriate for your vision are present. Sub specialty medicine does not occur in a vacuum.

In brief: Yes, however...

Congenital heart disease occurs everywhere.
The problem is the treatments, by cath or surgery require a team that is trained in the care of babies and kids with structural heart disease. It's difficult to work in developing countries where you see things that could be fixed easily, yet these kids don't have access to the medical technologies that are needed.
