In brief: Muscles aren't cut

Most c-sections use pfannensteil incisions where the rectus muscles are divided in the midline, stretched to the sides & rarely cut.
Therefore, once you've healed, strength can return to normal. If the muscle is cut, it's usually repaired and once it's healed (6-8 weeks) you can work on regaining normal muscle strength.
