Gnrh turns on receptors in your pituitary gland which make it release lh and fsh which in turn stimulate the ovaries/testes.
It works great when it is released in pulses, but when it is continuous, the receptors are unable to function properly and shut down, so the pituitary acts as if there is no gnrh around. This is how drugs like Lupron (leuprolide) work.
