Rash symptoms: red splotches, itchy. Not poison ivy. Reoccurs sporadically. Nothing new has been introduced to my lifestyle. What could this be?

It's impossible to say what your rash might be without seeing it and taking a much better history than you are giving here.
You may have mild atopic dermatitis or contact dermatitis or a mild fungal infection or something else entirely. Dermatologists have to learn about 600 skin conditions for their boards, i'm told. If this rash bothers you, why not take advantage of one of them?
