I have raised bumps on the sides of my tongue and on the back of my tongue. Looks like inflamed skin. Doesn't hurt. Looks bad. Infectious?

No, unlikely. The very far back and sides of the tongue are always bumpy and rough.
This is the "lingual tonsil" and is a part of normal anatomy.

Also, some of the bumps on the side of the tongue are tase buds, but I agree they are perfectly normal.
