Whats the difference between cloudy & blurred vision?

The same. Generally cloudy and blurry are used by patients to mean the same thing. Your eye doctor should ask you further question to clarify the nature of the vision change.
Semantics. Both terms can describe the same problem. Cloudy vision can appear as though you are looking through a dirty window, such as in cataracts or corneal edema. Blurry vision is usually a problem with focus, such as in refractive error.
