In brief: Possibly
This subject is undergoing much research at the persent.
With strict adherence to diet, exercise and weight loss there have been some studies that have shown the reversal of prediabetes.

You must aggressively change your lifestyle.
Mobile Health games can help. Physicians recommend water, increased veggie intake and walking 10k steps a day. Changing your behavior is HARD! Here is a health game that will help! Commit to tracking your nutrition and weighing in weekly. Losing just 10 pounds can reverse diabetic state. https://itunes.apple.com/us/app/personal-medicine+/id846379884?m

In brief: Weight loss
Weight loss is the main treatment to reverse pre-diabetes.
This is the time that will dictate whether you will progress into diabetes or go back to normal. To be able to maintain these lifestyle changes, we recommend a gradual approach rather than doing anything drastic. Watch portion size, increase vegetable/fruit intake, low fat dairy product, cut down on soda, start 30 min mod activity/day...

Diet and exercise will reverse diabetes.
I have my patients eliminate all sweets and artificial sweeteners, plus eat small amounts of protein 6 times per day. They must also avoid "white" foods like white bread, white pasta and white rice. Whole grains are permissible in small amounts but the emphasis in the diet is protein and vegetables with mild-moderate exercise.
