Your body normally regulates glucose during periods of eating and fasting. Insulin goes up in response to food and keeps glu normal. Glucagon goes up during fasting so that you do not become hypoglycemic. With obesity/prediabetes, you become insulin resistant so that the insulin does not work as well.
