In brief: Until 20-22 weeks.

Different labs have different cut-offs, however the most appropriate time to check msafp is between 16-20 weeks.
Some labs go between 14-21/22 weeks.

In brief: Yes, and depends

Alpha feto protein in maternal serum can be quantitated at any time, during pregnancy.
Why is the test being done at 21 weeks? AFP measurements are done for two main reasons; (1) screening test for fetal neural tube defects (2) screening for liver cancer. Levels during pregnancy vary with the time of gestation.
