In brief: Yes,many people have

Arm lifts are relatively common procedures specifically for individuals who have undergone weightloss on their own or after bariatric surgery.
The excess skin and fatty tissue hangs down if the arms are extended sideways and it bothers patients. For some patients the indication for corrective surgery is the difficulty in finding tops that fit. See a plastic surgeon in your area for a consultation.

In brief: Yes

This is a routine procedure for patients who have a lot of loose skin on their arms, typically after losing a large amount of weight.
It has the drawback of a significant scar - so it's not for everybody.

In brief: Yes.

Arm lifting surgery is a commonly performed procedure.
Patients, for example who have lost a significant amount of weight, present with excess skin/adipose tissue of the upper arms ( “bat wings”) which will not improve with diet, exercise, or non- surgical modalities. Liposuction surgery alone will not suffice for these patients. Poor scarring may be one of the potential downsides. Best wishes.
