In brief: Acupuncturists
I don't know the exact number of acupuncturists who are nationally certified -- but you can find out through the national certification commission for acupuncture and oriental medicine [http://www.
Nccaom.Org/] which certifies them. Currently, 43 states plus the district of columbia require nccaom exams or certification as a prerequisite to state licensure.

In brief: Course
A provider can be certified through the courses they complete.
For instance the helms medical institute provides certification in whatever type of acupuncture course has been successfully completed. However, credentialling is a separate issue. To be credentialled at my clinic, i needed to demonstrate technical proficiency and had to have completed an approved course of study (minimum of 300 hours).
