Many of the older otc meds were approved long before the current, more stringent, regulations.
Even Aspirin has so many side effects and drug interactions that it would never be approved for otc use in this day and age. In particular, many herbal preparations contain plant proteins to which pollen-allergic people might react, and also contain potent medications that can interact with rx meds.
