What value is low? Are you talking about your blood glucose or blood count?

In brief: Probably not
In general, dehydration should cause blood tests to be abnormally high as the serum is concentrated.
This is almost impossible to research, but is my considered opinion. It is difficult to see how dehydration can lower any blood test.
