In brief: No

Doesn't sound like the fever is related to the wasp or spray.
It's mostly likely one of many upper respiratory infections she'll have in her lifetime. If her fever lasts more then 3 days (normal for a viral uri) see her pediatrician. As long as she's staying hydrated, is consolable, isn't lethargic and lacks any chronic medical conditions i wouldn't anticipate any problems.

In brief: Unrelated

Doubt that the wasp episode had anything to do with the baby's illness, which sounds like a cold.
If the baby remains with fever for more than 24-36 hours or develops and symptoms other than runny nose, would bring it to the pediatrician for exam. This is particularly true if the baby is fussy, not feeding well, sleeping a lot and difficult to arouse. Be on the safe side.
