The theory is that these hemangioma of babies are from pieces of placenta that have broken off during pregnancy.
This is because the hemangiomas stain for a protein called glut-1 that is only found in placenta. They are more commonly found in premature babies.

Recently, hemangiomas were determined to be derived from stem cells; perhaps left over during initial development in utero, and that get lodged in embryologic fusion planes.
