In brief: SSRI antidepressants
As others have answered several times now, selective serotonin reuptake inhibitors (ssri's) such as zoloft (sertraline) and prozac, may help.
If the person is not "depressed", a lower dose of the medication may serve the desired purpose.

In brief: Some antidepressants
Once diagnosis has been confirmed by md (may involve consult with a psychologist and a urologist), i would first try the squeeze technique and some other behavioral techniques.
Medication wise, some antidepressants have a side effect of delaying ejaculation and i've seen them prescribed for just this side effect. Consult with your family doctor or psychiatrist.
