In brief: Rosacea, Melasma
Azelaic acid (finacea) is primarily use to treat rosacea and sometimes it can be helpful in treating acne.
It is also sometimes used as a skin lightener in patients with skin pigmentation called melasma. I believe it is only approved to treat rosacea and is used "off-label" to treat other conditions.
