My stepdaughter has a rash on her face and is now on her upper torso, it's doesn't appear to be hives or 5th disease. What else can it be?

In brief: No itch? No allergy.

That about sums it up.
Allergic rashes hives, eczema & contact dermatitis itch. A lot. If this rash doesn't it's not one of those. No itching also rules out chickenpox. Streptococcal infections, viral infections, sun poisoning, solar photosensitivity, all come to mind. They say a picture is worth a 1000 words. Why not make an appointment and show that rash to a physician? (photo of sun poisoning).

In brief: Many causes

Rashes can occur from a variety of causes.
You don't say how old the child is, and that cna help narrow it down. You mentioned hives and fifth's disease. There are many infectious causes, mostly viral in nature, that have rashes with them. There are also some bacterial causes, like scarlet fever when a child has a strep infection. Finally, there are non-infectious causes - contact rashes, etc.
