In brief: Early yet
If this is the only concern, it's still early.
Many children, especially boys, don't start pointing till 12-14 months of age. Is he showing interest in his surroundings, connecting with key adults visually? Does he like to be held? If this is just normal development, there is no way to speed the process. If you are really concerned see his pediatrician, but don't jump to conclusions.

Speak to your pediatrician.
Doctors can use developmental information to help determine why a child is not interacting. A hearing test is necessary, since deafness will cause a child to be isolated from their environment.

Wave " bye" back & play simple socially interactive games, now. Pointing for wants/needs @ 12-mos., pointing to share interest i@ 14-16 mos.

I think Dr. C. is referring to the " critical" questions on the M-CHAT, which could be used at 14-16 mos, but AAP-recommended @ 18 & 24 mos

In brief: Firstsigns.org has
Developmental screening tests.
At 10 mos, he should raise his arms to be picked up, play interactive games (peek-a-boo, pat-cake, wave "bye" back), consistently turn when you call his name, show a desire to please you, say "dada" appropriately, & drink from an open-mouthed cup held by you. If he seems delayed, call your state early intervention program for assessment & see your pediatrician.
