In brief: Multiple side effect
Low blood pressure can result in dizziness or can cause someone to pass out.
It also may cause decreased kidney function and other organ dysfunction due to reduced blood flow. People may also feel fatigued and washed out due to hypotension.

In brief: It is not always
A low blood pressure in many cases is not a problem. If it is low for some bad reason such as bleeding or deyhdration, the blood supply to vital organs such as the brain, kidneys, and heart is diminished.
Those organs then cannot function normally because of the lack of oxygen and symptoms and damage to the organs results. (like passing out or having a heart attack).
