When losing weight or burning fat the body does not selectively burn fat based on what region you're exercising.
Just like fat accumulation is based predominantly on genetic predisposition and body type, the same holds true for fat burning. However, muscle strengthening and toning will increase in those areas that are being exercised. The muscle toning will help these areas look better and slimmer.
