Why does the right neck/side of face go numb and tingly for 10 sec when slightly strained by moving it to look to my left? It constantly feels tight.

If you stretch the neck by looking towards the left and the tingling is on the right side, that is produced by muscle tension; the opposite may be produced by neck spondylosis and reduced size of the neural foramina.
It is probably muscle tension and a very benign problem that could goes away with massage, ice and tylenol (acetaminophen).
