In brief: Depends

Pts with history of sob, edema , decreased endurance etc all get evaluated.
Otherwise if a strong family history of cardiomyapthy should be screened. Pts with alot of risk factors such as uncontrolled hypertension, diabestes, smoker etc should also be evaluated.

In brief: Screening for HF

Unless you have a hereditary condition that can result in heart failure, you do not need to be screened regularly for this disease.
It is however important to make sure that you do not develop diabetes or high blood pressure since both of these are associated with the development of heart failure. Screening for these can be carried out through your primary care physician.
