In brief: History, examination
Most who damage their eye with chemicals know what they were using, so a history of the incident is important.
Then the eye will be examined under high power to see if the surface has been burned off, or is just damaged, or if the chemical has penetrated into the interior of the eye. Treatment will then be started. Go to an er immediately after flushing the eye.
