In brief: Back up of fluiud

In CHF the heart either can't pump blood/fluid forward or is unable to relax to allow blood/fluid to fill the chambers.
These are known as systolic and diastolic heart failure. The fluid in turn will back up into the lungs as the heart & lung are connected. When the fluid overcomes the ability of the lungs to pump it the condition is known as pulmonary edema.
