The best exercises for low back are gentle core strengthening exercises.
A great program for this can be found at www.therehabzone.com

Of all of the treatments that I am aware of exercise has been the most consistently helpful for lower back pain.
The controversy is that no one exercise program for back pain has been proven to be superior to another. In our clinic we tend to use the mckenzie technique and the lumbar stabilization program a lot which attempt to find that range of motion of the spine that is most comfortable.
