In brief: Recurrece
Uncommon problem, most likely recurrence of disease not the scar , need endoscopic reevaluation for presence of any malignancy' initial balloon dilatation, if unsuccessful , followed by surgical resection is required.

In brief: Depends
Post-operative surgical strictures do occur in the colon, at the site of the new surgical connection.
Recurrence of diverticulitis after surgery is low, less than 10% to 15% in studies. Your gastroenterologist will be able to see the area, look for diverticulosis on colonoscopy, and may be able to offer dilation of the area if it is in a safe location for a dilation procedure.
