In brief: Cheap

It's cheap, has a long shelf-life, and provides money for the school and school district.
Plus the junk food manufacturers have the financial, political, and logistical capabilities to "encourage" school districts to carry their stuff in schools. It's a shame though. School is an ideal place to teach proper lifelong health habits.

Why in a free society would you expect that some entity should or would dictate what products are available? These are certainly not dangerous products in the short term & many parents consume them which makes their kids want them too.
