In brief: If used correctly

Using sunscreen is an important sun safety strategy, but it is always prudent to use a complete sun protection regimen that includes not only sunscreen, but also seeking shade, covering up with clothing including a wide-brimmed hat and uv-blocking sunglasses.
Also use a broad spectrum sunscreen and apply it correctly in order for it to do its job. Visit www.Skincancer.Org to learn more.

In brief: Yes

Both uva and uvb rays can cause skin damage.
Uvb is less strong and does not penetrate windows. You are protected from with using spf. Uva is much deeper, penetrates through windows and is given off by flourescent lighting like in offices, stores and hospitals. You need a physical barrier like zinc and titanium for protection. They are your best guard against skin cancer and wrinkles!
