This is a very old myth that's been around for a long time.
Warm weather may theoretically increase cutaneous blood circulation a bit, and thus increase the rate of hair growth a bit; but even if that happens (and there are no valid studies showing that it does), the difference would be so small as to be virtually undetectable.
