In brief: Not an Addiction

Although it can certainly have negative consequences, there is no evidence that procrastination falls into the category of behavioral addictions.
I would address procrastination by breaking tasks up into smaller segments & working on them. I would also schedule in some short breaks so it's not all drudgery.
