For awhile I've had dizziness w/ tingling in arms & legs.MRIs, blood work, etc. show nothing more than herniated disks. Could panic attacks cause this?

In brief: Tingling in arms & legs.

It very well could be panic attacks due to underlying GAD or OCD.
Usually severe pain followed by loss of function of adjacent extremity, (neck=arm;back=leg)+ acute setting indicates cause due to Severe Herniated Disk Also, studies have shown many patients have asymptomatic Herniated Disks. Tingling of arms /legs +dizziness very typical of stress. If panic attacks , therapy +/or medicine helps

In brief: Yes, it is possible

Although a full evaluation sounds warranted, it is possible that panic attacks could cause this.
However, specifically with related to the herniated disks, that certainly could cause pain, numbness, tingling, or weakness in the arms and legs.
