In brief: Not likely

Autism diagnosis encompasses delays in language develpment, motor development and social-emotional development.
Although very little information is given, struggling with toilet training is not likely to be diagnostic of autism. Your child might an underlying medical issue like constipation or is having oppositional defiant disorder.

In brief: Autistic Spectrum

Disorder = qualitative impairments in social communication & reciprocal social interaction + stereotyped movements &/or narrow, repetitive areas of interest.
The Sally-Ann test of false belief screens for ASD at 4; firstsigns.org. has more screens.Call your school district's Child Find Team to test her development & for ASD. If her self-help/adaptive delay is isolated, it's probably behavioral.

Child Find's &/ or a community-based child psychologist's or neuropsychologist's evaluations determine behavioral management of her toileting refusal & other oppositional behaviors. See the AAP's healthychildren.org for tips on late toilet-training & then many answers on HT about toileting refusal. If your "vibe" about ASD is right, she'll qualify for Early Childhood Special Education, as well.
